Public policy refers to
the purposed course of action pursued by actors
to realize specific goals within an environmental
context where obstacles and opportunities co-exist
(Fredrich, 1969). Another view of public policy
considers the actions of government and the intentions
that determine those actions. It is the outcome
of competitive interactions to influence government
to perform particular forms of political action.
Public policy consists of political decisions
regarding the implementation of programs to achieve
societal goals (Coharan, 1995). |

In 2004, FTA were reached
agreement between Philippine and Japan. Not a
few Philippine young people will come to Japan,
for example, as hospital nurses or care workers.
New relation will start soon not only in inter-national
relationship but also in inter-subjective relationship.

The Invisible
Public in Contemporary Social Science Inquiry
One could be uneasy as regards contemporary studies
of critical social phenomena in countries like
the Philippines. There is little direct participation
of the public in these learned treatises. Society’
key structures’ institutions, processes and other
crucial concerns are rarely examined from the
vantage point of public perceptions and sentiments.

The growth and development
of local history studies in the Philippines over
the past twenty years had experienced an advancement
in the frontiers of historical understanding of
local and national conditions and was characterized
by the discovery of new finding, the utilization
